ST HILARY PARISH COUNCIL Meeting Friday 6th March 2026.
ATTENDANCE

APOLOGIES FOR ABSENCE

PUBLIC QUESTION TIME
Mrs Badcock outlined her objections to the proposed Solar farm at
Trevarthian,, including how the land to be used would never recover
also the roads in the vicinity are ib a poor state and a Bridleway is under
threat of closure There are many other reasons why this application
should never be approved, Cllr Rule stated that there will be a site
meeting on the 18th March at \Plain an Gwarry.
Mr M Gilmour also outlined plans regarding a forthcoming application,
After a full and frank debate it was agreed that when his plans are
completed he should submit them to the planning department who will in
time forward them to the Parish Council.
Mrs V Robinson also voiced her objections regarding the Solar farm
stating that it will cause considerable damage to the Countryside and
animal life.

MINUTES OF THE LAST MEETING
It was proposed by Cllr Taylor and seconded by Cllr Howells that the
Chairman sign the minutes circulated prior to this meeting as being a
correct record of that meeting, All Councillors Agreed.

FINANCE & ACCOUNTS
The Clerk asked for the following cheques for payment.
1 R.E Calfe
It was proposed by Cllr Howells and seconded by Cllr Taylor that the
Council accept payment of all cheques, All Agreed.
PLANNING
PA25/08037. Belvedere lane.
It was reported that this application has been given a certificate of
lawfulness ,Several Councillors expressed their surprise that this has
been done, After a discussion it was agreed that the Parish Council
should challenge this decision and ask for the certificate to be
withdrawn.
NEIGHBOURHOOD PLAN UPDATE.
Neighbourhood Planning Report to the Parish Council March 2026
Cllr Ryan reported that:
1. there had been no further updates on the Cornwall Council Website
Neighbourhood Planning News regarding Neighbourhood Priorities
.Statements.
2. We had made good use of St Hilary Neighbourhood Plan in opposing
PA25/09564 Land Adjacent to Roseveor at the end of The Avenue including
Policies on Building in the Open Countryside and Heritage. As we are not a
Consultee for this as the site lies in Perranthnoe Parish our comments are
not under consultee comments. However, they are under both public
comments and as an additional document in the application itself so they are
well exposed. Given that the planning officer’s written informal advice
(PA25/00729) was that even if an affordable dwelling were added it would
still struggle to gain support and that a previous planning appeal to develop
this site was refused there are reasons for optimism that we will succeed
again in blocking this application.

CIL PAYMENTS
It was agreed to go ahead with the purchase of a bench with the
inscription to read, In memory of queen Elizabeth 11 with st hilary
parish council to be written underneath the inscription.
Church cemetery path, it was proposed by Cllr Howells and seconded
by Cllr Rule that the Parish Council should go ahead with the new
contractor to get this done, All agreed.
De Humidifier it was agreed that we should purchase a larger machine
to get the best results.
SPEEDING PACKET LANE
After a discussion it was agreed that the Parish Council will not proceed
with this issue with Perranuthnoe PC but this item will be retained on the
agenda.
REPORTS FOR CONSIDERATION
Cllr Taylor reported that stile lane was now clear but the mess at Church
lane is still there.
Cllr King, Stated that cars are not respecting the 20mph speed limits in
the Parish and especially along New road.
Cllr Thomas, Reported that the river bank along by Brookside has
eroded and it seems that neither Cornwall Council or the EVA are
interested but if nothing is done then the path will be lost.
Cllr Howells Said that the site meeting re the Solar farm is on the 18th March meeting at 14.30pm at Wheal Prosper.
Cllr Rule Nothing to report
Cllr Ryan Reported that there seems to be a lot of litter around the
Parish especially in the hedgerows, Also driving standards in the area
are very poor.
Cllr Ford Had recently attended a Church meeting regarding the
addition of an outside toilet block which should be of great concern to
the Council Cllr Ford will update the Council of any further news
concerning this item.
The Clerk reported that Cllr w Searle has indicated that he is standing
down as a Parish Councillor because of work commitments, The Clerk
was asked to advertise for a new Parish Councillor.
The Chairman then closed the meeting at 21.10pm
