Trevarthian Solar Farm, Councillors were informed that there
will be a meeting of the Strategic Planning Committee and that
residents need to be informed by all means possible, There
then followed a long and detailed discussion.
Neighbourhood plan update
The neighbourhood plan continues to assist the Parish Council in its role as a consultee on
planning applications. This has been the case in dealing with the proposal for a year-round
glamping site in Belvedere Lane which has been opposed by NDP policies on trees and
woodland, landscape, biodiversity and green infrastructure, heritage and tourism.
The new National Planning Policy Framework (NPPF) of 16/12/2025 ends its consultation period
on 10/03/2026. It adds to the previous iteration of December 2024 (which set ambitious
housebuilding targets and weakened planning controls) by:
1. Providing a series of National Decision Making Policies to standardise policy across all
Local Authorities.
2. Stating that the development of sites withing settlements is generally acceptable by
default as is some development outside even where a five-year land supply is available.
Given the significantly increased housing targets set by the government Cornwall no
longer can demonstrate a sufficient five-year land supply.
3. Embedding the 30-month Local Plan timetable thereby enabling Cornwall Council to start
its new Local Plan.
The view of Cornwall Council is that the overall effect will be to reduce the weight of a number of
Local and NDP Policies. Parishes are encouraged to develop Neighbourhood Priority
Statements for the development they would like to see which will not carry any legal weight but
Cornwall Council must consider when designing the new Local Plan. The 10 NPS pilots are in
the process of final draft submission and will be published once formally submitted along with
refined guidance and templates on how to proceed.’
