ST HILARY PARISH COUNCIL Meeting Friday 3rd November 2023
ATTENDANCE

C/CLLR MARTINS REPORT
C/Cllr Martin was thanked for his work in getting New road flooding sorted, Also the pathway from Treblym to the School being cleared.
Cllr Martin stated that the planning appeal by Mr Gilmour was basically the same as before and therefore he would recommend refusal again, There then followed a discussion concerning the application.
MINUTES OF THE LAST MEETING.
It was proposed by Cllr Thomas and seconded by Cllr Searle, That the Chairman sign the minutes circulated prior to this meeting as being a correct record of that meeting, All Councillors agreed.
CHAIRMANS REPORT
Cllr Reed thanked Cllr Howells and Cllr Ford for standing in for him during his absence.
We need a gardener to sort out the trees and bushes in the Memorial garden and Badcocks green and also to plant the fruit trees when required.
Parish website, Cllr Reed stated that he has contacted Cllr West regarding the running of the website and this will be on the next agenda.

FINANCE & ACCOUNTS FOR PAYMENT.
The Clerk asked for the following cheques for payment
1 RBL 250.00
It was proposed by Cllr Rule and seconded by Cllr Vardy that the Council accept payment of all cheques, All Councillors Agreed.
NEIGHBOURHOOD PLAN UPDATE.
Cllr Ryan said that the plan is ready to be submitted to Cornwall Council who will scrutinise the plan and give feedback when completed this should take approximately 6 weeks before we know the outcome.and if successful move onto the next stage It was decided to give Mr Williamson a gift to say thank you for all his work on the plan, All Agreed.
ALICE DALE UPDATE
The Clerk reported that the accounts are with the accountants and will give a report next meeting.
TELEPHONE BOX , ROSUDGEOn
After a long and detailed discussion where various ideas were put forward it was decided unanimously that the Parish Council should leave this matter in the hands of the trustees of the common.
CHURCH GLEBE LAND
The Clerk outlined why the Glebe land was important to the area and will be used for ancillary car parking when needed and also could be used as a park where people could go and sit in peace and quiet.
It was proposed by Cllr Howells and seconded by Cllr Thomas that the Parish Council donate a sum of £500 towards the lease of the land from our CIL money, All Councillors Agreed.
CHRISTMAS LIGHTS
After a discussion it was decided that the Parish Council will put £250 pounds towards the lights and C/Cllr Martin also promised a sum of £350 pounds, forms for the application will be sent to the Clerk.

Cllr VARDY Asked if the defibrillator was now working, The Chairman replied that it still needed to be connected to a power source.
Cllr THOMAS Reported that there is knotweed growing on the site by the river.

Cllr RYAN Stated that it was good to see that the flooding along New road has been dealt with ,
Cllr HOWELLS Reported that some of the road markings at Millpool are getting badly worn and difficult to read,we need to contact County, The Old Schoolroom needs to be put on the next agenda.
The Chairman then closed the meeting at20.45
