Public Question Time

Several members of the public were present to give their views on

planning application PA25/08037. Belvedere lane. After a long

discussion including how several planning rules have already been

boken and some work has already taken place without planning

permission

The Chairman then brought forward planning to item 7

Planning

Planning application was discussed in full and it was proposed by Cllr

Taylor and seconded by Cllr West that the Parish Council recommend

refusal of this application vote taken, Motion carried.

The Clerk was asked to try and find out how to apply to the planning

department to ask how we can apply TPOs in the Parish.


Minutes of the Last Meeting

It was proposed by Cllr Taylor and seconded by Cllr King that the

Chairman sign the minutes circulated prior to this meeting as being a

correct record of that meeting, All Councillors Agreed.

Finance & Accounts for payment

The Clerk asked for the following cheques for payment

1 J Pender £75.00

2 S Johnsen £90.00

It was proposed by Cllr Taylor and seconded by Cllr West that the

Council accept payment of all cheques, All Councillors agreed


Precept 2026/27

After a full and detailed discussion it was proposed by Cllr King and

seconded by Cllr Ryan that the Parish Council increase the precept by

04.99%.Avote was taken and the motion carried by six votes to one

against.


Neighbourhood Plan update.


1. Loss of the evidence base caused by the shift to the new parish website:

Many of the lost files have been retrieved and Cllr West reported that she had put them

on the new website. However, the links to the official neighbourhood plan on the

Cornwall Council website have not been restored as this would require restoration of the

old website and its full data.


2. Cornwall Council Call for Sites Greater than 0.2 Ha:

This had been made in response to the increase in housing target for the planning period

2010 to 2030 from 2707 to 4421 homes and responses have been graded on a traffic

light basis against various criteria for suitability. There have been two responses either

in or alongside the parish:

- Land NE of Mendhu (Relubbus Lane) 0.4Ha for up to 12 dwellings which the council

had generally graded as green apart from WHS considerations where concerningly it

was given amber and not red.

- Land east of Rosudgeon Social Club (in Breage Parish) 7.35 Ha for 154 dwellings.

The council is now calling specifically for large sites capable of at least 800 homes and

facilities.

None of the initial grading scores indicate whether planning permission will be granted or

refused. The land NE of Mendhu was recently refused planning permission for a 50%

affordable scheme on appeal on WHS grounds.

3. Recent use of the Neighbourhood Plan:

This continues to play an important role as in the refusal of an appeal against the refusal

of a PIP application for 2/3 houses between Ashlack and Sunny Brae in Hallamanning

where the inspector complimented the Parish Council for its detailed refutation of the

claim that the 1841 census proved that the site was not a former miner’s smallholding.


4. Further Reduction in the Protection of Housing Planning Policies;

Cornwall Council have reported that recent planning appeals have indicated that it is not

sufficient for the housing policies of plans simply to allow space for new housing within

their boundaries. If they are to retain full weight in planning decisions they must contain

sufficient specific allocations likely to meet the increased targets.

CIL Payments

The Clerk reported that the proposed bench for the Memorial garden

would cost approximately £950.00 without any inscription after a

debate it was proposed by Cllr Rule and seconded by Cllr Taylor that

the Council should go ahead with the purchase , All Agreed, (Cllr Rule

offered to pay for the inscription)

Website

Cllr West reported that the website has been updated with NPlan items

but still needs more information including C/Cllr Martins monthly reports

and the Emergency plan needs updating, These items to go on the next

agenda, Cllr West stated that the website address for St Hilary Parish

Council was sthilarypc.co.uk


Reports for Consideration

Cllr Ryan reported that the meeting with the Highways manager Mr A

Hosken went well and was really helpful as several items were raised

including Bus Stop signs for Relubbus and Rosudgeon also 20mph at

both ends of Packet lane and new cross road signs at Colenso.


Cllr King - Nothing to report


Cllr Howells Said that there was a busy time coming up for the

Church, Also the Parish Council should liaise with the Church

concerning their websites.


Cllr Rule Christmas lights switch on is on Sunday 7th December 2025

at 6.30pm. Any news from planning enforcement concerning building

next to Dove Cottage.


Cllr Taylor Asked that the Clerk contacts Biffa to report that their

operatives to be more careful when dealing with rubbish bins and to

clear up after them
