ST HILARY PARISH COUNCIL Meeting Friday November 2 nd 2025.

Public Question Time
Several members of the public were present their objections to
planning application PA25/08161 ,
Mrs A Bennetts outlined several reasons of objection
associated with this application including access / the land is
not redundant. And there is also a question concerning a
heritage site
Planning..
The Chairman agreed to bring
item 5 of the agenda forward to the next item. After a full and
frank discussion it was proposed by Cllr Ryan and seconded by
Cllr Taylor that the Parish Council recommend refusal of this
application, A vote was taken and the motion was passed
unanimously,
PA25/07361, Cllr Rule proposed and Cllr Taylor seconded that
the Parish Council has no objections to this application, A vote
was taken and the motion was passed unanimously
PA25/07366, Cllr Behrens proposed and Cllr King seconded
that the Parish Council recommend refusal of this application, A
vote was taken and the motion was passed unanimously.
Minutes of the last Meeting
It was proposed by Cllr Taylor and seconded by Cllr King that
the Chairman sign the minutes circulated prior to this meeting
as being a correct record of that meeting, All Agreed
Chairmans Report

Finance; Accounts for payment
The Clerk asked for the following cheques for payment

Clerks Review.
It was proposed by Cllr Ryan and seconded by Cllr Taylor that
the Council should increase the Clerks expenses as per NALC
guide lines, All Agreed,
It was then proposed by Cllr Thomas and seconded by Cllr
Howells that the Clerks money should be increased in line with
NALC rules, All Agreed.
Neighbourhood Planning report to December 2025
Cllr Ryan reported that although Locality Funding for
neighbourhood plan development would cease from April 2026
(we used up our £10,000 allocation in making our NDP) there
had been no notification so far of any changes to funding for
Cornwall Council support through the NDP Team, Internal
scutiny, External Examination and referenda.
It would be essential to restore the old Parish Website and
NDP evidence base including the links to the NDP at Cornwall
Council It was unfortunate that this had been lost in the setting
up of the new website. Cllr Ryan had contacted Cllr West on
this matter and she had forwarded his concerns to the new
website designer.
Geoff Williamson who set up the evidence base had been informed
and he had been starting to retrieve as many lost files as
possible.
CIL Payments
It was stated that several projects were in the pipeline, The
Memorial garden has been cleared and that Mr Treloar has
done a good job and the garden was lopking much better.
Website
Cllr Ryan stated that the new website was looking good but
there is a problem in that a lot of the NDP evidence has gone
missing. Cllr Ryan also questioned if the adverts on the site
are actually legal, Cllr Howells said that she will help to try and
retrieve the lost evidence concerning the NDP.
Reports for Consideration
Cllr Taylor, reported that there has been a case of fly tipping at
Belvedere lane and also at Penberthy cross.

Cllr Behrens Said that there is a need for a dog bin at the
Avenue,
Cllr Rule Reported that some of the verges in the Parish have
not been cut, Clerk to contact Highways.
Cllr Howells Nothing to report
Cllr Ryan, Said that some vehicles are now actually sticking to
the 20mph limit but more needs to be done,
The Chairman then closed the meeting at 21.20pm
