ST HILARY PARISH COUNCIL Meeting Friday 3rd March 2023
ATTENDANCE

PUBLIC QUESTION TIME
Mr Bell gave the Council a talk about his proposal for a Cycleway from Newtown to Rosudgeon using old and new? Paths within our Parish and Germoe Parish, He then answered questions from the Council and admitted that this will take a long time, Cllr Behrens told Mr Bell that he needs to contact landowners as a matter of priority before he can move forward.

MINUTES OF THE LAST MEETING
It was proposed by Cllr Howells and seconded by Cllr Thomas that the Council accept the minutes circulated prior to this meeting as being a correct record of that meeting, All Councillors agreed.
CHAIRMANS REPORT
Cllr Behrens said that there was nothing to report as all items our on the agenda,
FINANCE & ACCOUNTS FOR PAYMENT
The Clerk asked for the following cheques for payment
1 St Hilary Church (Hire/Hall) £240.00
It was proposed by Cllr Behrens and seconded by Cllr Reed that the Council accept payment of all Cheques, All Councillors agreed.
PLANNING
The Clerk said that there are no plans to discuss
NEIGHBOURHOOD PLAN UPDATE
Cllr Ryan said that real progress has been made with article 14 which will have to go to the Parish Council first before going to County for consultation, This is a lengthy document and could be ready in the next two weeks. The document could be ready for public consultation in about six weeks and it should also go on our website.
ALICE DALE REPORT
Nothing to report
CIL PAYMENTS(Defibrillator)
After a discussion regarding the purchase of a defibrillator it was decided that this should be held over until the next meeting when a final decision will be made. In the meantime the Parish Council should purchase a First Aid kit to be held in the Institute and put information in the notice boards informing the public where there are defibrillators and first aid kits are in the area.
ELECTION OF NEW COUNCILLOR
After two rounds of voting the Council could not come to a decision as to who will be the new Councillor. It was decided to invite the applicants to another round of interviews at the next meeting.
REPORTS FOCR CONSIDERATION
Cllr Ford Nothing to report
Cllr Rule Asked if there was any update concerning the enforcement notice to Dove Cottage, The Clerk replied that he will chase it up.
Cllr Vardy Nothing to report
Cllr Reed Nothing to report
Cllr Howells Said that Japanese sedge weed was becoming prevalent in the area. asked the Clerk if he could get a hard copy of the local plan.,
Cllr Thomas Nothing to report.
Cllr Ryan 30mph sign at Packet lane still not been put right.
Asked the Clerk if there is any news concerning the Caravan in a field at Woodstock, The Clerk said that he has spoken to the owners who stated that the Caravan was not being used for residential purposes.
Cllr West Reported that there is a lot of mud along New road.
Cllr Behrens Instigated a discussion re social Housing in Cornwall and that we should write to the Council to ask why they are still building houses when the infrastructure cannot cope with the extra pressure involved.
The Chairman then closed the meeting at 20.55pm
