ST HILARY PARISH COUNCIL Meeting Friday 7th July 2023

Public Question Time
Mark& Nina Hudson addressed the Council to give them an update concerning changes to a planning application, The Chairman stated that at this moment in time we cannot make any comment on this.

Minutes of the last Meeting
It was proposed by Cllr Ryan and seconded by Cllr Vardy that the Chairman sign the minutes circulated prior to this meeting as being a correct record of that meeting, All Councillors Agreed.
Chairmans Report
Cllr Reed read out a letter from St Erth Parish Council asking for a meeting with a representative from St Hilary Parish Council to discuss our Neighbourhood plan and how it may affect our Parish boundaries , The Clerk was asked to reply and set a date for such meeting.
Also read out was a letter from a concerned resident about the appeal by Mr Johns PA21/ 11408. It was decided to that the Parish Council should once again register their objections to this appeal. All Councillors agreed.
Finance & Accounts for payment
The Clerk asked for the following cheques for payment.
1 G Williamson (NP) 18.00
AIt was by Cllr Ryan and seconded by Cllr Vardy that the Council accept payment of all cheques,, All Agreed.
C.I.L Payments
After a detailed discussion it was proposed by Cllr Howells and seconded by Cllr W Searle to purchase a Zoll AED Defibrillator at a cost of £950.00 Plus an outdoor cabinet. The Clerk stated that the new noticeboard has been ordered and we await delivery.
Planning
PA23/04814 & PA23/04815 . After a long and detailed discussion it was proposed by Cllr Ryan and seconded by Cllr Howells that the Council recommend refusal of this application, A vote was taken and the motion was carried unanimously, (full statement of refusal is on file).
Neighbourhood Plan Update
Please see attached statement.
Telephone Kiosk, Rosudgeon.
The Councillors present asked about various issues including the length of contract between the Trustees and the Parish Council also discussed was insurance and if our current policy would cover the Kiosk in question, The Clerk was asked contact the insurers . It was also decided that we should get an estimate as to the cost of restoring the Kiosk, This should be on the next agenda.
Reports for Consideration
Cllr Ryan, Nothing to report
Cllr Howells Reported that the Falmouth Packet was under new management. There has been complaints about the parking along Packet lane, The Clerk was asked to contact the Car boot Committee to try and find an answer to this problem
Cllr Vardy Said that Lukes lane is in a bad state and needs some attention to the suraface and the side road off Lukes lane needs trimming back..
Cllr Reed, Nothing to report
Cllr W Searle Reported that the planning application by Mr tredrea at Rosudgeon has been granted Also concerned about the Car parking on Car boot days, Especially outside the Old Chapel at Rosudgeon.
