C/CLLR MARTINS REPORT
Cllr Martin said that he would be speaking at the appeal meeting re the application PA23/06446, Mr & Mrs Gilmour and will be recommending refusal of this application, Cllr Howells stated that she will also be attending, A discussion then ensued covering the reasons why we should recommend refusal..

MINUTES OF THE LAST MEETING
Cllr Ryan stated that the minutes are not accurate mainly they should have said that the neighbourhood plan update should have read that the plan has been submitted not that they are ready to be submitted, The Clerk duly made the amendments as requested by Cllr Ryan.
It was proposed by Cllr Vardy and seconded by Cllr Searle that the Chairman sign the minutes circulated prior to this meeting as being a correct record of that meeting,, All Councillors Agreed
CHAIRMANS REPORT
Cllr Reed said that the Remembrance service at the Church was well received and respectful. Website? Cllr Reed said that he was still waiting to contact Cllr West re the website hand over.
Cllr Reed stated that he thought that the Council should have a person who they could call on for any odd jobs that needed doing around the Parish there followed a discussion and it was then decided to put this item on the next agenda The defibrillator has been installed and will now go on the NHS register.
FINANCE & ACCOUNTS FOR PAYMENT
The Clerk asked for the following cheques for payment

It was proposed by Cllr Behrens and seconded by Cllr W Searle that the Council accept payment of all cheques,, All Agreed.
PLANNING
PA23/07029, After a discussion it was proposed by Cllr Behrens and seconded by Cllr W Searle that the Parish Council recommend refusal of this application on the following grounds.
It is not in keeping with the neighbourhood plan regarding the Dark skies policy thus causing light pollution. The use of Velux windows is to be discouraged would prefer ordinary windows as it is within a WHS site. A vote was taken and all Councillors agreed, Motion Carried.
NEIGHBOURHOOD PLAN UPDATE
Cllr Ryan reported that as Cornwall Council have created a separate website for NDPs with a document size limit of 25MB instead of the previous 10MB the steering group agreed to re-submit our regulation 15NDP as one document instead of the previous three where it is now undergoing legal checks, So far there has been just one query regarding a date on the Consultation Statement needing correction which has been resolved. The one-file Regulation 15NDP has been placed on the Parish Website. Legal checks usually take around six weeks so the next six week public consultation of the NDP should start around mid-January. The plan and supporting documents will then go to an external examiner for detailed scrutiny of both content and process. Providing this stage is successfully negotiated either by full approval or approval subject to amendment the plan will proceed to referendum. The timescale for this is looking like October or November 2024 although in some cases the process can take longer. If there are elections around that period Cornwall Council may try to run the referendum alongside them. The Government has recently stipulated that in the period between external examination and referendum NDPs should carry increased weight in planning decisions. This reflects the fact that very few NDPs fail at referendum.

ALICE DALE UPDATE
It was decided to set up a sub committee to run the Charity the sub-committee will report back to the full Council for ratification of any decisions made.
The sub –committee will consist of four Cllrs plus the Clerk. It also decided that Cllr Howells will look into drafting a new constitution for the Charity

CLLR HOWELLS Asked for an update concerning the erosion of the white lines at Millpool, The Clerk reported that this has been reported to Highways report back next meeting
CLLR W SEARLE Nothing to report
CLLR RYAN Nothing to report
CLLR VARDY Reported that the roadside hedge at the Alms house was in need of cutting back, The Chairman and Clerk will talk to the occupants.
CLLR BEHRENS Reported that the Council has recently trimmed back the hedges along Long Lane to a good standard.

The Chairman then closed the meeting at 21.10pm
