MINUTES OF THE LAST MEETING

It was proposed by Cllr Ryan and seconded by Cllr Thomas

that the Chairman sign the minutes circulated prior to this

meeting as being a correct record of that meeting, All

CHAIRMANS REPORT

Cllr Rule stated that the Caravan at Halamanning has been

removed, Road leading to Halamanning in a bad state of repair


FINANCE & ACCOUNTS FOR PAYMENT

1. Cornwall Council (election ex) £322.48

2. St Hilary Pre School £500.00

It was proposed by Cllr W Searle and seconded by Cllr Taylor

that the Council accept payment of all cheques,, All Agreed

There followed a debate concerning the Clerks salary and

expenses and it was decided to put this item on the next

agenda.


PLANNING

PA25/05726, Rising Sun It was proposed and seconded that

the Parish Council has no objections regarding this application,

Vote taken and motion carried by six votes with one abstention.

PA25/05570, Cobdens, After a long and detailed discussion it

was proposed and seconded that the Parish Council

recommend that they neither support or oppose this

application, motion carried.

PA25/07155,, Kidson,, It was proposed and seconded that

the Council recommend approval of this application, motion

carried.

PA24/09239 Roderick, After a discussion it

was proposed and seconded that the Parish Council

recommend approval of this application,, motion carried.


NEIGHBOURHOOD PLAN UPDATE.

Cllr Ryan reported that there had been no published pilot

reports on the 10 NPS pilots so far .

Cornwall Council was running consultation events for the

revised Local Plan but none west of Camborne . Penzance

NDP was now “made”


CIL PAYMENTS

The Clerk reported that the proposed bench for the top of

Chynoweth road has been put in place,

A dehumidifier has been sourced and needs the approval of the

Council, Agreed

The pathway around the Graveyard is still in abeyance and

report back next meeting

Memorial garden update Mr Treloar has started the clearing up

of the garden, After a discussion it was decided to get new

furniture for the garden, Including a bench in memory of the late

Queen Elizabeth the second, All Agreed.


REPORTS

Cllr S . TAYLOR ,Reported that there are three sites that have

knotweed along path number 36. Speeding in the Parish needs

to sorted.

Cllr RULE , Could St Hilary Christmas lights payment go on

the next agenda, The Institute needs clearing out.

Cllr THOMAS, Water leak at Relubbus bridge has been repaired,

The river Hayle has been cleared but not very well, Hedges

need cutting back on way to the School.

Cllr W SEARLE Nothing to report

Cllr R KING Said that the speeding in the Parish is a

becoming a big problem .

Cllr M RYAN, Reported that the Slow sign at the end of Packet

lane and Colenso needs to be repainted and there is need for

a sign post indicating the same junction.

Public Question Time

There was a discussion concerning the proposed kennels at

Plain an Gwarry Mrs Robinson outlined several objections to

the project it was decided to contact C/Cllr Martin to seek more

information.

Four representatives from St Hilary Pre School put forward a

request for a donation towards pre School equipment, It was

decided to put this item on next months agenda.

Website

At this point Cllr West stated that she had to leave the Meeting

but said that the new website was nearly ready but we need to

pay the second payment , This was agreed


Planning

PA24/09239. Roderick, It was proposed by Cllr Ryan and

seconded by Cllr Taylor that the Parish Council recommend

refusal of this application, Vote taken motion passed

unanimously.

PA25/05001. Stones Throw, It was proposed by Cllr Howells

and seconded by Cllr King to recommend refusal due to lack of

information contained in the application, All Agreed.


Neighbourhood plan update.

Cllr Ryan reported that grant funding support for

neighbourhood planning would cease from April 2026 including for current recipients who

would need to spend their remaining allocations by then.


The Neighbourhood Planning Team at Cornwall Council

has advised parishes not already advanced in the process

to stop work as without funding they would most probably

find it too difficult to reach the referendum stage. Instead,

they recommend starting a Neighbourhood Priority

Scheme process whereby parishes can state their

preferences for development in their area which Cornwall

Council will need to take account of in their new local plan.

However, these schemes have no legal weight, and it is

difficult to see how the new could accurately reflect the

detailed and disparate specific priorities of nearly 200

parishes and how that would necessarily be compatible

with the massively expanded housing targets. Currently,

only about half of parishes are covered by NDPs and

although there are some in the pipeline likely to reach

referendum a large proportion of parishes will be left

uncovered.

It would seem that despite the government supporting

NDPs in its revised NPPF the reality is somewhat

uncertain. Already, the weight of development boundaries

has been downgraded by Cornwall Council from

substantial to low and despite measures protecting the

open countryside and heritage assets remaining the

Council is already suggesting that rural exception

schemes could in the future be applied to open market

housing which would substantially increase viability and

hence the likelihood of successful applications.


CIL

It was reported that the bench has been installed at the top of

Chynoweth road adjacent to the Telephone box It was

agreed to employ someone to clear the Memorial Garden, Also

to purchase some Owl Boxes and possibly get some Bat

boxes, Clerk to get more information , It was also agreed to

replace the fence around Badcock Green.


Reports for Consideration

Cllr Rule, Reported that the Cars at Colenso have been

removed but there is now a Caravan at the site, The road down

to Halamanning is in a bad state of repair.

Cllr Howells Reported a change of date regarding Marazion

Civic Parade, Young Explorers at the Church is proving to be

a good success .

Cllr Thomas Said that we should purchase a de humidifier

for the Schoolroom as the room was getting damp.

Cllr Ryan Reported that that trail bikes were causing a

nuisance along some of our paths,, Also there seems to be a

lot of rubbish in our verges and hedges ,, Slow sign at Packet

Lane vitually impossible to read need to contact Highways.

Public Question Time

Mr Henry Mathews attended the meeting as a representative of

St Aubyns Estates to put forward the reasons for the planning

application for a solar farm at Trevathian, Mr Mathews also

answered questions from the public and Councillors, After a

long and detailed discussion it was decided to make a date for

a public meeting, Tuesday 15 th July 2025 at the Church start

time 7pm this was agreed .

Chairmans report

It was decided to ask John Pender to give his views on the

application re solar farm, And also invite the Chairs from

Marazion Town Council ,, St Erth Parish Council, Ludgvan

Parish Council and Perranuthnoe Parish Council, and a

representative from St Aubyns Estates.


Planning

PA25/03415, Else, After a long and detailed discussion it was

proposed by Cllr Rule and seconded by Cllr Ryan that the

Parish Council recommend refusal of this application, A vote

was taken and the motion was carried by eight votes to one.


Neighbourhood plan update

Cllr Ryan reported that there had been no updates from the

NDP Team at Cornwall Coucil on progress with the 10

Neighbourhood Priority Statements. However, the St Hilary

NDP has continued to be an important reference in our

planning application responses, most recently with PA24/06844

for 2/3 open market homes in the field between Ashlack and

Sunny Bea where a key element in our detailed and extended

objection to the appeal related to a rebuttal of the argument of

the applicant that the field in question was not a former miner’s

smallholding. Cllr King contributed a piece of in-depth evidence

that contradicted this assertion and supported Policy 3b of the

NDP that crude use of the 1841 Census and Tithe

Apportionment Map in order to disprove Smallholding status

was insufficient and likely to be wrong given that much mining

activity in the area had declined by this time.


CIL

The Clerk reported that a bench has been purchased and will be

put in place before the next meeting.

Several other ideas where forthcoming including Owl boxes/

Bat Boxes, Revamping the Memorial garden.


Co Option of Councillors.

The Chairman welcomed Cllr Rule and Cllr Taylor to the

Council.


Reports for Consideration

Cllr Rule, Stated that Badcocks green should be cut more

often that once a month, The Clerk said he will contact the

contractor. The damage to the bridge has still not been

repaired, Contact County for update, There seems to be a lot of

knotweed around the Parish and this needs to be reported,

Cllr West Said that the land along Packet lane has been sold

but we will need to stay alert as to what comes next?

Cllr Thomas, Water leak by the bridge still not mended need

to contact SW Water,

Cllr Howells reported that the White lines at Millpool have

been done, The rector of the Mounts Bay Benefice Canon Nigel

Marrns is retiring and the search begins for his replacement.

Cllr Taylor Reported the “Staggy Lane “ was full of Knotweed

and the road along Chynoweth has several large pot holes,

Cllr Ryan drivers are not sticking to the 20mph speed limits in

the Parish this needs to be reported to Highways and the

Police, Also there several footpath that are in need of attention.
