ST HILARY PARISH COUNCIL Meeting Friday 6th October 2023

In the absence of Cllr Reed,  Cllr Howells took the Chair.

PUBLIC QUESTION TIME

Mr & Mrs Hudson addressed the Council concerning the removal of trees at Relubbus on their property and how they are acting on Cornwall Council advice,  The Chair stated that the Parish Council can not at this moment comment on this matter.

C/CLLR MARTINS REPORT

In his absence the Clerk read out the latest report which included  various items that are on this months agenda


MINUTES OF THE LAST MEETING

Cllr Ryan pointed out that under planning a planning number was incorrect and should read PA23/05567 not PA23/05667 It was then proposed by Cllr W Searle  and seconded by Cllr Ryan that the Chair sign the minutes circulated prior to this meeting as being a correct record of that meeting.   All Councillors  Agreed.

CHAIRMANS/CLERKS REPORT

The Clerk reported that the Defibrillator was due to be installed at the Institute in the coming week.

The new notice board has been put up at the Old Schoolroom                                            

The Clerk stated that parking  at the Church and also the Old Schoolroom was in danger of disappearing because the parking spaces at the farm yard could be lost, Also the cemetery was becoming full and will need to be extended, There followed a discussion and it was decided to put this item on the next agenda.

FINANCE & ACCOUNTS FOR PAYMENT

The Clerk asked for the following cheques for payment


1      EDF                                     £48.67

2      R Calfe(Webhost)               29,99


It was proposed by  Cllr Ryan and seconded by Cllr Thomas  that the Council accept payment of all cheques,, All Councillors Agreed.


PLANNING

PA23/06995  Mr Pellow,,    After a discussion it was proposed by          

Cllr Ryan and seconded by Cllr Behrens that the Parish Council recommend approval of this application with several reservations which will be listed and sent to the planning officer.

A vote was taken and the motion was passed unanimously.

ALICE DALE UPDATE.

The Clerk reported that the books are with the accountants and there will be a full report next meeting when savings can be discussed in full..

CIL PAYMENTS

It was reported that the Parish Council has up to this point approx. £800 pounds to spend on community projects..

TELEPHONE BOX at ROSUDGEON

Cllr Vardy  said that it was not a good idea for the Parish Council to purchase the telephone box as it has limited use to the Parish and the idea of a book box was flawed as it will be to close to the Car boot field,   There followed a discussion with several ideas being put forward,  The trustees were asked to look into this and to report back

NEIGHBOURHOOD PLAN.OPEN SPACES

The Parish Council was asked to formally approve two open spaces for the neighbourhood plan.

Friendship woods and Rosudgeon playing fields.

It was proposed by  Cllr Ryan and seconded by Cllr Behrens that

St Hilary Parish Council formally approve the above open spaces

All Councillors Agreed

NEIGHBOURHOOD PLAN APPROVAL

After a full and frank discussion concerning the approval of the neighbourhood plan for St Hilary Parish.

It was proposed by  Cllr Ryan and seconded by Cllr W Searle  that the Parish Council formally approve the neighbourhood plan in its entirety ,    All Councillors Agreed

PUBLIC QUESTION TIME

Mr C Edwards addressed the Council and asked questions concerning application PA23/06102 Tregurtha,

Mr Edwards stated that the site has now been sold and there several other issues, After a discussion Mr Edwards was advised the contact Cornwall Councils Enforcement team  for further information.

It was proposed by Cllr Howells and seconded by Cllr Thomas that the Chairman sign the minutes circulated prior to this meeting as being a correct record of that meeting, All Councillors Agreed.

CHAIRMANS REPORT

The Chairman was asked by Cllr Ryan to clarify some issues arising from the minutes.                  .

Noted that the application for a glass balustrade  at the Engine house, Tregurtha has been withdrawn,

Stated that the Neighbourhood report for July 23 was not attached to the minutes  as stated.

A meeting with St Erth Parish Council via zoom was a constructive meeting and both Councils are now clear about the boundaries in question.

Cllr Ryan asked the Clerk if he had sent our objections to the planning inspectorate regarding the appeal by Mr Johns at Marazion By Pass, The Clerk replied that this has been done.

FINANCE & ACCOUNTS FOR PAYMENT

The Clerk asked for the following cheques for payment

It was proposed by Cllr Ryan  and seconded by Cllr Vardy that the Council accept payment of all cheques,  All Councillors Agreed                                  

PLANNING

PA23/06446, After a detailed discussion it was proposed by Cllr Ryan and seconded by Cllr Thomas that the Council recommend refusal of this application (please see attached statement of reasons for refusal)  vote taken   All Councillors agreed, motion carried.


PA23/05667   it was proposed by Cllr Rule and seconded by Cllr Ryanthat the Council has no objections to this application, Vote taken and All Councillors agreed, Motion carried..

PA23/06102..  After a discussion it was proposed by Cllr Rule and seconded by Cllr Thomas that the Council recommend approval of this application with reservations about errors within the application that needs to be addressed,  Motion carried.

PARISH WEBSITE

The Clerk stated that the Chairman Cllr Reed wished to stand down from running the website and wanted another Councillor to take it over, Cllr West stated that she would talk to Cllr Reed to try and find a way forward.

The Clerk stated that all of the years money has been allocated.

REPORTS FOR CONSIDERATION

Cllr  RULE          Asked if there any news concerning the flooding at New Road, The Clerk stated that he was awaiting a report from our County Councillor.

Cllr VARDY    Stated that she was not happy about the terms of the contract concerning the Telephone box at Rosudgeon This will be on the next agenda.

Cllr RYAN   Wanted to know about the cutting of Footpaths in the Parish and thought that some of the paths should be cut twice a year after a discussion it was decided to put this item on the agenda.

Public Question Time

Mark& Nina  Hudson addressed the Council to give them an update concerning changes to a planning application,  The Chairman stated that at this moment in time we cannot make any comment  on this.

It was proposed by Cllr Ryan and seconded by Cllr Vardy  that the Chairman sign the minutes circulated prior to this meeting as being a correct record of that meeting,   All Councillors  Agreed.

Chairmans  Report

Cllr Reed  read out a letter from St Erth Parish Council asking for a meeting with a representative from St Hilary Parish Council to discuss  our Neighbourhood plan and how it may affect our Parish boundaries , The Clerk was asked to reply and set a date for such meeting.

Also read out was a letter from a concerned resident about the appeal by Mr Johns  PA21/ 11408. It was decided to that the Parish Council should once again register their objections to this appeal.           All Councillors agreed.

Finance & Accounts for payment

The Clerk asked  for the following cheques for payment.

1       G Williamson (NP)                         18.00

AIt was by Cllr Ryan and seconded by Cllr Vardy that the Council accept payment of all cheques,,  All Agreed.

C.I.L   Payments

After a  detailed discussion it was proposed by Cllr Howells and seconded by Cllr W Searle to purchase a Zoll AED Defibrillator at a cost of  £950.00 Plus an outdoor cabinet.                                                   The Clerk stated that the new noticeboard has been ordered and we await delivery.

Planning

PA23/04814 & PA23/04815 . After a long and detailed discussion it was proposed by Cllr Ryan and seconded by Cllr Howells that the Council recommend refusal of this application, A vote was taken and the motion was carried unanimously,  (full statement of refusal is on file).

Neighbourhood Plan Update

Please see attached statement.

Telephone Kiosk,   Rosudgeon.

The Councillors present asked about various issues including the length of contract between the Trustees and the Parish Council also discussed was insurance and if our current policy would cover the Kiosk in question, The Clerk was asked contact the insurers .                  It was also decided that we should get an estimate as to the cost of restoring the Kiosk, This should be on the next agenda.

Reports for Consideration

Cllr  Howells     Reported that the Falmouth Packet was under new management.                                                                                                   There has been complaints about the parking along Packet lane, The Clerk was asked to contact the Car boot Committee to try and find an answer to this problem

Cllr Vardy       Said that Lukes lane is in a bad state and needs some attention to the suraface and the side road off Lukes lane needs trimming back..

Cllr W Searle    Reported that the planning application by Mr tredrea at Rosudgeon  has been granted  Also concerned about the Car parking on Car boot days, Especially outside the Old Chapel at Rosudgeon.
