PUBLIC QUESTION TIME
Several members of the public expressed their concerns concerning planning application PA24/03382, Glamping site at Colenso. The Chairman then moved this item up the agenda so it could be discussed in full, After a long and detailed discussion it was proposed by Cllr Rule and seconded by Cllr Howells that the Council recommend refusal of this application, A vote was taken and the motion was carried unanimously. Also raised was the state of bridleways in the Parish amongst items raised was Brway 39 was in the wrong category, Strimming of paths inadequate It was decided to put this item on the next agenda.
PA24.06844 was discussed in full several objections were raised by members of the pubic after a full debate it was proposed by Cllr Howells and seconded by Cllr Ryan that the Council recommend refusal of this application a vote was taken and the motion was carried by four votes to one vote with one abstention
Land NE of Mendhu appeal reiterate previous objections with Cllr Ryan to put the Parish Council case at the appeal meeting

PARISH WEBSITE
Cllr West reported that the website was still a work in process but gave Councillors a preview of what the website will provide with many interesting features including video content also local attractions and meet the Councillors.

NEIGHBOURHOOD PLAN UPDATE
Cllr Ryan reported that he had emailed the Parish Council with the news that the Neighbourhood Plan which had been successful in the referendum on September 3rd was formally “Made” on 19th September 2024 and is therefore now part of the Local Development Plan. The parish will see its CIL payments increased from 15% of the levy to 25%. The development boundaries will also be reproduced at a far greater resolution so that they will be easier to use. Michaela Pollard of CC has also included some useful standard material on monitoring and review emphasising that planning is a dynamic ongoing process that never ends. The official “Made” notice has been uploaded to the parish website and Cllr Ryan suggested it would be good if we were to put the official notice on our parish notice boards alongside the referendum result. He attached a separate version in landscape to make this easier.
Cllr Ryan had also attached a brief explanation of what the NDP means for St Hilary with a link to the plan documents on the CC website. The documents are also available on the parish website which also holds the evidence base for the plan in addition.

Cllr West reported that the website was still a work in progress, Cllr West then showed Councillors some of the work already done on the new version, It was decided to put this item on the next agenda.

CLLR RULE Asked C/Cllr Martin what was the difference between planning in principle and outline planning, reply outline planning is more detailed.
CLLR HOWELLS Reported that someone on facebook asking about the telephone kiosk at Rosudgeon Also asked about the caravan at Tye lane and Mincarlo.
CLLR BEHRENS Nothing to report
CLLR RYAN Said that the NDP final decision notice was not in all notice boards. Also asked about the provision os a bus shelter at the Institute.
