PUBLIC QUESTION TIME

Several members of the public expressed their concerns concerning planning application PA24/03382, Glamping site at Colenso.  The Chairman then moved this item up the agenda so it could be discussed in full, After a long and detailed discussion it was proposed by Cllr Rule and seconded by Cllr  Howells that the Council recommend refusal of this application, A vote was taken and the motion was carried unanimously. Also raised was the state of bridleways in the Parish  amongst items raised was Brway 39 was in the wrong category, Strimming of paths inadequate It was decided to put this item on the next agenda.

PA24.06844 was discussed in full several objections were raised by members of the pubic  after a full debate it was proposed by Cllr Howells and seconded by Cllr Ryan that the Council recommend refusal of this application a vote was taken and the motion was carried by  four votes to one vote with one abstention

Land NE of Mendhu appeal reiterate previous objections with Cllr Ryan to put the Parish Council case at the appeal meeting

PARISH WEBSITE

Cllr West reported that the website was still a work in process but gave Councillors a preview of what the website will provide with many interesting features including video content also local  attractions and meet the Councillors.

NEIGHBOURHOOD PLAN UPDATE



Cllr Ryan reported that he had emailed the Parish Council with the news that the Neighbourhood Plan which had been successful in the referendum on September 3rd was formally “Made” on 19th September 2024 and is therefore now part of the Local Development Plan.  The parish will see its CIL payments increased from 15% of the levy to 25%.  The development boundaries will also be reproduced at a far greater resolution so that they will be easier to use.  Michaela Pollard of CC has also included some useful standard material on monitoring and review emphasising that planning is a dynamic ongoing process that never ends.  The official “Made” notice has been uploaded to the parish website and Cllr Ryan suggested it would be good if we were to put the official notice on our parish notice boards alongside the referendum result.  He attached a separate version in landscape to make this easier.


Cllr Ryan had also attached a brief explanation of what the NDP means for St Hilary with a link to the plan documents on the CC website.  The documents are also available on the parish website which also holds the evidence base for the plan in addition.


PARISH WEBSITE

Cllr West reported that the website was still a work in progress, Cllr West then showed Councillors some of the work already done on the new version, It was decided to put this item on the next agenda.

CLLR RULE   Asked C/Cllr Martin what was the difference between planning in principle and outline planning, reply outline planning is more detailed.

CLLR HOWELLS  Reported that someone on facebook asking about the telephone kiosk at Rosudgeon  Also asked about the caravan at Tye lane and Mincarlo.

CLLR  BEHRENS                   Nothing to report

CLLR RYAN       Said that the NDP final decision notice was not in all notice boards.  Also asked about the provision os a bus shelter at the Institute.

CLLR REED,  Long lane needs trimming back

PUBLIC QUESTION TIME

Mrs Robinson outlined several issues concerning a house at Plain an Gwarry, After a long and detailed discussion it was decided to refer this to C/Cllr Martin for his views and advice on how move forward with this item,

MINUTES OF THE LAST MEETING

After a discussion regarding the accuracy of the July minutes  it was proposed by Cllr Thomas and seconded by Cllr Vardy that the Chairman sign the minutes as being a correct record of that meeting, A vote was taken and the motion was passed by Four votes to one vote.

CHAIRMANS REPORT

Cllr Howells reported that the support for the Neighbourhood plan was really good,

FINANCE & ACCOUNTS FOR PAYMENT

The  Clerk asked for the following cheques for payment.

1      EDF                                        £99.59

2     St Hilary Xmas lights)      250.00

It was proposed by Cllr Thomas and seconded by Cllr Vardy that the Council accept payment of all cheques, All Agreed.

PLANNING

PA24/06528, Mr & Mrs Sowerbutts, certificate of lawfulness, after a vote it was resolved that the Parish Council has no objections to this application,

PA24/01622  After a discussion it was decided to go for option three, (take this application to committee

NEIGHBOURHOOD PLAN UPDATE

It was proposed by Cllr Rule and seconded by Cllr Howells that the Parish Council should show in appreciation to Mr Geoff Williamson and M R Martin Searle.

After a discussion it was decided that a form of gift would be appropriate.

C/CLLR MARTIN REPORT

Cllr Martin  said that he had very little to report but will chase up recent planning applications.                                                                            Cllr Rule asked if Cllr Martin could find out when Long lane was going to be trimmed

PUBLIC QUESTION TIME

Several members of the public put forward their objections concerning the application PA24/03382  Glamping units at Colenso,                                                                                                                        The Chairman then moved item 9 to item 5 ,  Then after a long and detailed discussion it was resolved unanimously to recommend refusal of this application.

It was proposed by Cllr Behrens and seconded by Cllr Howells that the Chairman sign the minutes circulated prior to this meeting as being a correct record of that meeting  5 Councillors agreed and 3 Councillors abstained, Motion carried.

CHAIRMANS REPORT

Cllr Howells informed the Chairman that the previous report concerning white lines at Millpool should have stated that the site is in Breage Parish and not our Parish as stated.

FINANCE & ACCOUNTS  FOR PAYMENT

The Clerk asked for the following cheques for payment

1        St Hilary  Church (young explorers)      230.00

After a discussion concerning the Young Explorers group a vote was taken and it was resolved that the Parish Council make the payment, Motion carried by 7 votes to one vote.                                      It was then proposed by Cllr Vardy and seconded by Cllr Thomas that the Council accept payment of all cheques, All Agreed

NEIGHBOURHOOD PLAN UPDATE

Cllr Ryan stated that the report that he had sent to the Clerk  had been altered and was not represented in the minutes,                         After a discussion it was suggested that in future all reports should be cut and pasted thus saving any problems in the future.

STANDING ORDERS.

CLLR RULE    Reported that FP45 was flooded and we need to contact Cornwall Council, the cars at Woodstock are still there even after being reported to the DVLA and County.
