Cllr Reed read out a letter from C/Cllr Martin which included a message from a Mr Baxendale regarding a possible breach of planning concerning an illegal Caravan.It was agreed to contact the enforcement team as it is deemed to be an enforcement issue,

Chairmans Report

Cllr W Searle said that the issue of flooding at Prussia Cove road seems to be settled.


PLANNING,     PA24/00716   Ms S Durbin,  After a long and detailed  discussion it was decided to recommend refusal on several issues, It was then decided to call a public meeting before sending  in our objections, After a discussion a date was set for Friday 24th May 2024 at 7pm.

ALICE DALE UPDATE                                                                                                  It was decided to have a committee of 4, It was also agreed that any discussion concerning the Alice Dale should be held in private, There is also a need to get a new constitution in place                                 The Clerk was asked to contact CALC and the Almshouse assoc for further guidance.

NEIGHBOURHOOD PLAN UPDATE

Cllr Ryan  reported that the Steering Group had corrected a few errors in the initial draft External Examiners report and had submitted additional 2021 Census evidence in support of Policy 5c Principal residency showing a higher level of unoccupied properties than in the 2011 Census although the 2021 Census used a more widespread range of data collection than simply the Census form and so the two figures are not strictly comparable,    The examiner in her final report accepted the updated evidence for the sake of completeness but still felt that it was not sufficient to justify a principal Residency  condition on all new build residences in the Parish so Policy5c has been removed. She acknowledged the strong community support for this policy and recommended  that the situation should be kept under review and reconsidered when the plan is updated, The Steering Group agreed  to implement  all of the requested changes and the plan has been updated and we are now re-checking and updating all of the links in the light of the changes to the document.  This work should be completed shortly and the plan will then be submitted to Cornwall Council as the Referendum version



SCHOOLROOM/M/GARDEN.

The Clerk reported that the lights on the outside of the Schoolroom have been repaired                                                                                                       All the trees planted at the Memorial garden and Badcocks green have taken and are growing well.

Cllr  RULE      Reported that the vehicles parked at Colenso have been reported to the DVLA  need to report this to Cornwall Council.

MEMBERS OF THE PUBLIC

C/CLLR  MARTINS  REPORT.

Cllr Martin reported that the new waste distribution service has been launched in north Cornwall and it was thought that this scheme will come to West Cornwall in July this year when we will all receive new bins, Cllr Martin said that the rollout was going well and most people seemed satisfied with the new regime.

An engineer from Cormac has been out to Gurlyn Hill to assess the situation and will report back later, There then followed a discussion covering various issues relating to Relubbus including the lack of a Bus stop on the road at Relubbus. Cllr Rule asked about planning enforcement or the lack of it, Cllr Martin stated that things are very difficult with the enforcement team at this moment in time, Discussion.

MINUTES OF THE LAST MEETING

Cllr  Ryan said that there were some inaccuracies in the minutes the name of the applicant under planning was spelt wrong, The Clerk replied that this will be corrected,

It was proposed by Cllr  Thomas and seconded by Cllr Ryan that the Chairman sign the minutes circulated prior to this meeting as being a correct record of that meeting,  6 Councillors agreed with 1 Councillor abstaining(Cllr Vardy not at last meeting)

CHAIRMANS REPORT

Cllr Reed stated that he had nothing to report apart from the item concerning the Alice Dale charity which he will make his statement when it comes later on the agenda.

FINANCE & ACCOUNTS FOR PAYMENT

The Clerk asked for the following cheques for payment.


1      CALC   ,   After a discussion it was proposed by Cllr Ryan and seconded by Cllr Howells that we should renew our subscription for another year,  All Councillors agreed

It was then proposed by Cllr Ryan and seconded by Cllr Thomas that the Council accept payment of all cheques, All Agreed.

PLANNING

PA24/01622,  Hudson.   A letter from the applicants was readout to the Council By Cllr Reed.

After a long and detailed discussion it was proposed by Cllr Reed and seconded by Cllr Howells that the Council recommend refusal of this application, All Councillors Agreed,                                        Details of reason for refusal.

NEIGHBOURHOOD PLAN UPDATE.

Cllr Ryan  reported that we had received the draft report of the external examiner which required us to make some amendments before the plan could proceed to referendum.  The draft report will remain confidential until any corrections have been made and agreed by the external examiner.

The role of the external examiner is to ensure the legal conformity of the NDP both in its wording and in the consultation process underpinning it.  Her role is not to attempt to “improve” the NDP but to  ensure that the draft plan as presented is a clear and reliable guide to decision making that reflects the views expressed by the local community.

The NDP Steering group has planned to meet on 10/04/2024 to agree a response to the examiners report.




ALICE DALE UPDATE

Cllr Reed  proposed that the Council has a working group of four Councillors who would in charge of the day to day running of the charity but would ultimately be answerable to the full Council.All Councillors agreed four names were put forward and will be ratified at the next meeting.

SCHOOLROOM/MEMORIAL GARDEN

The Clerk reported that all the trees have been planted at the Memorial garden and Badcocks green

Nothing to report regarding the Schoolroom.

PARISH WEBSITE

The Clerk stated that half of the fee for upgrading the webite has been paid(£650.00) the other half to be paid on completion of the work.

C/Cllr MARTINS REPORT

I  intend to visit Maravista ,2 Gurlyn Hill,Relubbus,  as the resident has concerns about the new proposed traffic calming measures.

At the full Council meeting last week the budget for 2024/25 was approved , This means a 4.99% rise in Council Tax. It also means that they have to delve into reserves for £14 million pounds in order to secure services. Although there will be some cuts to some services to avoid a further raid on the reserves budget.

The vote to increase the toll on the Tamar bridge was passed narrowly. There is a large group of us that feels it should be free as most other bridges are, There is no contribution from National Highways for the A30 that crosses it,

In the Economic Growth Development Overview and Scrutiny committee we approved the proposed strategy to increase EV charging points .  The officers are also looking closely at alternatives for vehicle powering as there are issues with the capacity within the National Grid.

PUBLIC QUESTION TIME

Mr & Mrs Stephens  spoke about the appeal by Mr Tswi application PA23/       after a long and detailed discussion the Councillors asked if  Mrs Stephens could send the Clerk a copy of their objections and this would then be scrutinised by Cllrs  Howells and Ryan.

CHAIRMANS REPORT

Cllr Reed  stated that he has doubts about the Schoolroom being fit for purpose because of various issues with the building including the lack of lighting when  using the steps and also the heating was not in his opinion  inadequate., This will be discussed at a later meeting.

FINANCE & ACCOUNTS FOR PAYMENT

The Clerk asked for the following cheques for payment

1      St Hilary Church (room Rent)                  £315.00

2      Bear Life Designs  (Website)                               650.00

It was proposed by  Cllr Behrens  and seconded by Cllr Ryan that the Council accept payment of all cheques,, All Councillors  agreed

PLANNING

PA24/01063,  Mr & Mrs  Gilmour   After a discussion it was deemed that this application was much more in keeping with the Councils views and it was proposed by  Cllr Rule and seconded by Cllr Thomas that the Council have no objections to this application, A vote was taken and the motion was passed by five votes to no votes with three Councillors abstaining.

PA23/                  Mr Twsi.  APPEAL.     After a long and detailed debate it was decided that the Council will reiterate their previous objections to this application, The Chairman then asked Cllrs Howells and Ryan to draft out a reply to the planning Inspectorate.

ALICE DALE UPDATE

The Clerk reported that the septic tank at the property has been emptied at a cost of  £330.00 pounds ,The Clerk was then asked find out how often the tank should be emptied., There was a discussion about a new constitution for the charity need to contact the Charity Commission foe some guidance.

MEMORIAL GARDEN/SCHOOLROOM

The Clerk asked for volunteers to help plant some apple trees on Badcocks green  , Cllr Behrens said he would help and it was arranged to meeton the Saturday morning,     The Schoolroom will be kept on the agenda  until a later meeting to allow several alterations to be made,
