ST HILARY PARISH COUNCIL Meeting Friday 6th January 2023

CHAIRMANS  REPORT

Cllr Behrens outlined the reasons why Mr Martyn (Avalon) won his appeal to stay at his property.                                                                      Cllrs then raised several questions concerning the appeal including how long does this decision last for , The Chairman replied three years then there will be a review to see if there has been any breaches of the application.                                                                          Reported that our C/Cllr Sherfield Wong has resigned and there will be an election in the near future to find a replacement.                                  Has received a letter from Germoe PC  concerning a prosposed cycle way from Helston to Marazion part of which will run through our Parish there then followed a discussion and it was decided that we need more information before proceeding further.

Also reports of 4x4s abusing our footpaths and bridleways and churning up the surfaces we need registration numbers,                       Cllr Behrens stated that he would be attending the St Hilary Feast service at the Church on Sunday 15th January and asked if one of our Councillors could represent Our Council at the Civic service at Marazion on the same day, Cllr Ford said he would attend the service..

FINANCE & ACCOUNTS FOR PAYMENT

The Clerk asked for the following cheques for payment

1      Ros& Ken youth  Cricket                          600.00.

It was prosed by  Cllr Reed and seconded by Cllr Vardy that the Council accept payment of all cheques, All Agreed

PLANNING

PA22/10945   Ennys.   After a discussion it was deemed that the Parish Council would prefer to see the use of scantle slates on the roof, It was then proposed by  Cllr Behrens and seconded by Cllr Rule that the Parish Could has no objections to this application, All Councillors Agreed

PA22/10862   Schiff. Cllr Behrens stated that there was no noticable planning notice posted at the property could the Clerk look into this. After a discussion it was proposed by Cllr Behrens and seconded by Cllr Rule that the Council recommend approval but would like to see the colour off white , and the windows have 4 panes not one. All Councillors Agreed

NEIGHBOURHOOD PLAN UPDATE

CO OPTION OF NEW COUNCILLOR

After a discussion it was decided that the Council should advertise for a new Councillor with the date for applications to be registered with the Clerk by midnight on the 20th February 2023.

CIL PAYMENTS

The Clerk stated that most of last years money has been spent and we are now set to start anew, It was proposed that we could get a defibrillator for the Institute, It was decided to put this on the next agenda.

ALICE DALE CHARITY

The Clerk said that the best way forward was to form a sub committee to help run the charity and they would then report to the Council, It was proposed that 3 Councillors and the Clerk form the sub Committee, The three Councillors being, Cllr Reed. Cllr Vardy and Cllr Rule,   All Agreed.

REPORTS FOR CONSIDERATION

Cllr Thomas,    Reported that 4x4s were the footpaths and bridleways around the River at Relubbus and damaging the river bank, could the Clerk report this to County and the environment agency.

Cllr  Ford         Nothing to report

Cllr  Vardy       Stated that after some investigating she has been advised re speed watch to get a group of people together  to try and get this going so we need volunteers and a appointed site and a co Ordinator.

Cllr  West           Nothing to report

Cllr  Howells      Said that the Church was running a warm space project at the Flying Duck Bistro this is open to anyone who just needs a warm space and bite to eat it is available two days a week Wednesday & Friday from 11,00am to 3.00pm.

Cllr Rule   Reported that the Cherry tree on Badcocks green will have to be cut down due to disease but will be replaced .                                     Dove Cottage ??  is there any news, The Clerk replied that enforcement have stated that the investigation is now at level four   Colenso lane is in a very bad state and needs clearing.
